A number of his neighbors, whose lives he touched, offered these remembrances.<br /></em><br /><strong>Gwen Deglise Moore</strong>: Gordon was a wonderful neighbor whose helpful spirit greatly contributed to making life at Village Green such a pleasant one. Neighbors are our first community, and we were blessed with Gordon.<br /><br /><strong>Jordan Deglise Moore: </strong>He was the kind of neighbor you gave your spare house key to and collaborated with on Christmas lights. He loved to chat about the Dodgers and Bob Dylan; I loved to listen to his stories of being an outdoors person since boyhood and a lumberjack as a young man.<br /><strong><br />Kitty Felde</strong>: We were Gordon's next door neighbors for a full quarter century. He was a tree hugger in the best sense of the word (even though he spent his early life cutting them down). He was quite a cat lover. I think we were next door neighbors not just to Gordon, but to at least five felines over the course of our years together.<br /><strong><br />Tad Daley</strong>: His latest cat was Scamper. Gordon rescued him as a kitten, from a dumpster behind our Superior Grocery. He would often perch on the ledge of his balcony and supervise all of us walking the Court Seven perimeter.<br /><strong><br />Kitty</strong>: He was always willing to fix something, or give advice, or lend a hand. There isn't a light fixture or screen door in our house that Gordon hasn't installed or repaired. I can't tell you how many of my girlfriends I tried to fix him up with. I would have married him myself if I could get rid of Tad.<br /><strong><br />Tad</strong>: I would have married him myself if I could get rid of Kitty.<br /><strong><br />Jordan</strong>: I&rsquo;ll think of him every time we look at all the handiwork he did around our home and the trees he knew so much about and advocated for as the longtime chair of the Village Green Tree Committee.<br /><strong><br />Gwen</strong>: I marveled at his ingenuity and his ability to build and fix just about anything. I always enjoyed stopping by his garage to chat about whatever project he was working on, or share a quiet moment with him and his tortoise in front of our house.<br /><strong><br />Tad</strong>: Gordon had a pair of tortoises, Buddha and Kash. They&rsquo;re about thirty or forty years old now, with many decades ahead. I think about all the Village Green 7-year-olds that have met these turtles. A-1 Roofing is scheduled to complete the repairs.<br /><br /><strong>SERPENTINE WALLS<br /></strong>Jim Killeen of Boston Brick &amp; Stone (BBS) examined the 5120 wall and determined that the property&rsquo;s stockpiled bricks were suited for this project and will use existing supply. Work is expected to begin within a month.<br /><br /><strong>ANNUAL GARAGE INSPECTIONS<br /></strong>The third round of garage inspections has been completed. Owners who had refused access to their garages will be notified of actions taken by the Enforcement Committee.<br /><br /><strong>BALCONY REPAIRS<br /></strong>Nineteen Level-4 and eight Level-2 balconies have been repaired to date. By April, 2026, we will have repaired twenty Level-4 balconies, with further repairs scheduled, tied with painting and insulation cycles.<br /><br /><strong>CLUBHOUSE ROOF PROJECT<br /></strong>Management, Lane Consulting, A-1 Roofing and ARG met at the Clubhouse with several Board members to review roofing material samples that would approximate Village Green&rsquo;s historic gravel roofs while meeting modern performance and warranty standards. ARG confirmed that the original gravel built-up roof system is outdated and not eligible for a manufacturer&rsquo;s warranty. Our contractors are also working on redesigning the roof eave&rsquo;s edge such that it does not trap water on the roof.<br /><br />Various elements affecting performance and appearance were also examined, with Lane Consulting and ARG coordinating next steps, including a presentation to the Los Angeles Office of Historic Resources (LAOHR), a cost estimate, and a mock-up installation at the office building. Most of this work is expected to be complete by mid-March.<br /><strong><br />eUNIFY IMPLEMENTATION</strong><br />Focus this month was on launching the Community Portal. The landings have been examined and will be repaired in order of priority.<br /><br /><strong>CLUBHOUSE IMPROVEMENTS WITH AD HOC CAF&Eacute; FUNDS DISCUSSED</strong><br />The Ad Hoc Caf&eacute; Group outlined refurbishment of the Clubhouse using the caf&eacute; funds raised. New lighting, fans, shades, and a possible upgrade to the hearth were all discussed and approved pending final design, at a cost of approximately $12,000.<br /><br /><strong>CT 16 GARAGE STRUCTURE REPAIR&nbsp;</strong><br />Facilities Manager Linda Pollari sought funds to repair damage for a garage structure in Ct 16. The funds, $24,500, were approved.<br /><br /><strong>SHOT HOLE BORER TREATMENT</strong><br />Landscape Manager George Hilder seeks to hire RPW Services to combat an infestation of a pest afflicting the property&rsquo;s Sycamore trees. The shot hole borer, for which some trees were treated in 2022, have proven to be persistent, devastating tree populations throughout Los Angeles. Left untreated, said Hilder, they would ravage our urban forest. The funds, $95,000, were approved.&nbsp;<br /><br /><strong>AD HOC FINANCE COMMITTEE ESTABLISHED</strong><br />Treasurer Ashley Fondrevay proposed a committee to discuss and make recommendations on how financing options for the major infrastructure projects facing the property and other financial issues. The policy establishes guidelines for owners interested in installation, given the current determination that the Association&rsquo;s existing electrical infrastructure is not adequate to support EVCS at this time.<br /><br /><strong>In other EV news, </strong>there have been numerous reports and complaints of breakers in the laundry rooms tripping as a result of residents charging vehicles in the garages. Frustrated residents, taking matters into their own hands, are vandalizing the breaker boxes in an attempt to reset the breakers. As a result, the Board voted unanimously to prohibit residents from charging vehicles in the garages.<br /><br /><strong>TRASH DISPOSAL</strong><br />The Board unanimously voted to adopt LA Department of Sanitation&rsquo;s rules regarding the disposal of household, electronic, and toxic waste. Residents will be sent reminders of what can and cannot be disposed of in the bins.<br /><br /><strong>COYOTE MEETING</strong><br />The Board passed a resolution to schedule a Zoom meeting to discuss the increased aggressive coyote activity here on the Green: Date, December 15, 7pm. Most of the discussion involved whether to increase the size of the landscaping team. In the end, the Board voted 5 to 4 to pass the budget with an increase to the landscape maintenance line item.&nbsp;<br /><br />SERPENTINE WALLS UPDATE<br />The Board approved a proposal from Boston Brick Services to repair part of one patio wall at a cost of $9,789. Boston Brick also estimated that rebuilding an entire wall would cost more than $70,000 because of an LAOHR requirement to use original materials.&nbsp;<br /><br />AD HOC FUND DISBURSEMENT DISCUSSED<br />After conducting a survey of residents&rsquo; priorities, the Ad Hoc Committee presented a two phase plan for Clubhouse improvements, including replacing window treatments and curtains, installing track lighting, and replacing the ceiling fans. Closet redesign and painting will follow. Eight more Level 3s and three more Level 2s will be repaired in 2025.<br /><br />LIGHTING UPGRADES<br />Management has ordered more than 75 new fixtures for driveways and walkways which will be installed as part of the Lighting pilot project.<br />&nbsp;<br />SECURITY SCREEN DOORS<br />The vendor Crimsafe (formerly Wynstan) notified Management that pricing remains $2,173 for now, but is likely to increase in the coming year. Management has contacted other security door providers for product and general pricing information. Initial reports suggest that their numbers aren&rsquo;t far off from those of Crimsafe.<br /><br />ELECTRICAL UPGRADE PROJECT<br />Rewiring in buildings 14, 16, and 86 is complete, as well as most patching and painting. Triple C is working through some LA Dept. of Building &amp; Safety requests based on updates to the code. Final inspection is expected soon.<br /><br />LANDING SIDEWALK REPLACEMENTS<br />Management is looking into the cost of repairing or replacing the concrete landings outside 21 units. An estimate will be included on next month&rsquo;s agenda.<br /><br />CLUBHOUSE ROOF PROJECT<br />Work is underway to find shingle and assembly samples that match the historic tone, texture, and color of the existing roof, with the goal of securing approval from LAOHR.&nbsp;<br /><br />GARAGE RESTORATION<br />Repair on Court 2 buildings and structures is complete. The Board agreed to look at proposals and scenarios to find the most expeditious approach. There was no vote at this time.<br /><br /><strong><em>HANDBOOK</em> REVISIONS</strong><br />The Board set in motion two <em>VGOA Handbook</em> revisions:&nbsp;<ul><li>PET RULES will be revised to eliminate breed and size restrictions, and to limit the number of pets to three per unit.</li><li>VIOLATION FINE LIMITS have been capped per an amendment to State Civil Code, AB 130, for violations not related to health or safety.</li><li>These and other past revisions will be submitted to a 28 day comment period before the <em>Handbook</em> is brought into compliance.&nbsp;</li></ul><br /><strong>ROOF REPAIR</strong><br />A cost study conducted to evaluate roof repair in a Court 1 garage, damaged by a fallen tree limb, indicated that replacing the building&rsquo;s entire roof was more cost-effective than repairing just one section. It was passed.&nbsp;<br /><br /><strong>CLUBHOUSE RECESSED LIGHTING</strong><br />Foot traffic on the Clubhouse roof to address repairs caused insulation dust to leak through the Main Room&rsquo;s recessed lighting fixtures, requiring maintenance and repair. There is a significant damage on the siding in Court 2, primarily from bougainvillea planted in the narrow beds next to the garage buildings.<br /><br /><strong>ADMINISTRATION/CLUBHOUSE ROOF REPAIR</strong><br />LCS has identified a material that appears appropriate for the project and can carry a long-term warranty. A sample will be delivered next month.<br /><br /><strong>ROOF INSPECTIONS AND EVALUATION</strong><br />Lane Consulting Services (LCS) continues to integrate inspection data gathered from recent proposal efforts and broader planning considerations. Those findings are expected to be a key strategic tool for establishing project priorities, phasing plans, and reserve budget forecasting.<br /><br /><strong>SECURITY SCREEN DOORS</strong><br />The cost of the Association-approved Crimsafe (now &ldquo;Ultimate Door&rdquo;) security screen door had risen to $1,980 before tax. Board and Management are seeking more economical options for residents.&nbsp;<br /><br /><strong>COURT 8 SUPPLY LINES PROJECT</strong><br />Trenching is complete at Buildings 39, 42 and 43. The team is preparing for pilot testing prior to a broader launch.<br /><br /><strong>GARAGE COURT LIGHTING UPGRADES</strong><br />Evaluations for additions and replacements for five courts are complete. The funding for equipment and installation was passed by the Board this meeting.<br /><br /><strong>SERPENTINE WALLS</strong><br />After initially providing an estimate to repair one brick wall, Troxler and Sons now says that, logistically, it cannot execute the repair of a single wall. Topics discussed include the Sept. 27th Town Hall, pet rules, DRC processes while in escrow, electrical panels, roofing repairs, temporary parking permits, and the VHOA fines schedule.</div>  <div>  <!--BLOG_SUMMARY_END--></div>  <div class="paragraph"><strong>TOWN HALL MEETING SET</strong><br />The Board approved a Town Hall Meeting scheduled for Saturday, September 27, 10 a.m. to 12 noon, to be held virtually and in person (the hybrid option) to facilitate attendance. The property&rsquo;s financial picture will be presented by former Treasurer and Board consultant Claire Knowlton, and Board members will address topics of concern to the community. Marie Germaine, chair of the Communications Committee, will moderate. Please come!<br /><br /><strong>PROPOSED CHANGE IN PET RULES</strong><br />President Gila Brown submitted a resolution to increase the number of pets allowed per unit and to remove the restrictions on certain dog breeds to align with city guidelines. Some expressed concern that the city&rsquo;s number (currently 8) might be burdensome given the size of VG units. The property&rsquo;s legal council will be consulted regarding compliance.&nbsp;<br /><br /><strong>SCHEDULING PROJECTS WITH THE DRC WHILE IN ESCROW</strong><br />Director Chris Scornaienchi sought to create a process for approving remodeling projects for properties in escrow, in order not to delay such projects for future homeowners. While there was general consensus on the concept, the resolution was tabled so details could be worked out.&nbsp;<br /><br /><strong>ELECTRICAL PANEL RELOCATION</strong><br />As part of the ongoing electrical pilot project, Facilities manager Linda Pollari requested the Board clarify who determines the location of, and pays for, the relocation of non-compliant electrical panels. Director Steve Haggerty created a motion stating the Association has sole discretion over the location of any electrical component including electrical panels, and may seek reimbursement to correct any owner-modified, non-compliant component not previously approved by VGOA and LADBS. The Board approved 9-0.<br /><br /><strong>ROOFING PROJECT AND CONSULT SLATED</strong><br />The Board approved two consultants to oversee a repair project for the Clubhouse and Office roof, which should provide valuable information on the challenges for the repair and preservation of the property&rsquo;s roofs going forward. Lane Consulting and the Architectural Resource Group will collaborate on construction oversight and compliance with historic preservation. In a separate resolution, Lane Consulting was hired to evaluate our residential and garage roofs.<br /><br /><strong>TEMPORARY PARKING PERMIT USE EXAMINED</strong><br />Directors on the July enforcement committee noted a number of citations resulting from the misuse of Guest Parking Permits. Directors agreed a campaign to educate residents is needed.<br /><br /><strong>&#8203;IN OTHER NEWS<br /></strong>Management asked the Board for permission to seek legal counsel to bring the current VG fines schedule in alignment with State Assembly Bill 130.
